Abstract

In 2008 for the first time, the number of temporary foreign workers in Canada exceeded the total number of permanent residents admitted in the same year. This is a dramatic change in policy, and there has been little public debate.

Migrant workers are especially vulnerable to exploitation and abuse because of their lack of status, their isolation and their lack of access to information on their rights, and because the Canadian and most provincial governments don't ensure monitoring of their workplaces

This project consists of a series of report cards summarizing and evaluating the measures taken by the provincial and federal governments to protect the rights of migrant workers, and to offer them information, support and access to status. This tool can be used for awareness-raising or for advocacy.
