The labour market in Alberta and British Columbia is in a crisis and the service sector is startint to do like the construction and the oil sectors and hire foreign workers from Mexico and Philippines. Restaurants and hotels do it. This, way, they have access to qualified workers and they can pay them the industry minimum.
