Jennifer Pfenning of Pfenning’s Organic Farm in New Hamburg, near Kitchener, said the problem with the migrant farmworker programs is Ottawa offers no pathway to residency and citizenship for the migrants, turning the programs into a revolving door rather than offering a sustainable workforce that employers prefer.“Migrant workers are not cheap labour, but they are effective labour. The biggest underlying reason that many farmers do not want workers to have status on arrival is fear. They are afraid . . . they will have put in a lot of work and expense to get the person here and then have no guarantee that the worker will stay,” said Pfenning.
“While this fear is not completely baseless, it is a risk we should be willing to take in order to ensure that we have a just and fair society.”
